Main Preferential Policies

Competitive Preferential Policies for the Pingtan Comprehensive Experimental Zone (Pingtan CEZ)

Pingtan district is a strategic maritime zone that seeks to strengthen cross-Straits and broader regional economic integration and cooperation. As the county located closest to Taiwan, the Pingtan CEZ is designed to facilitate greater cross-Straits economic integration and play a key role in the development of the greater Haixi Economic Zone.

Preferential Tax Policies:

Tax exemption or bonded discount for specified imported goods and materials

VAT exemptions for goods traded between enterprises located in the Pingtan CEZ

Preferential tax rate of 15 percent for enterprises that in Pingtan

Main Financial Policies:

Support the establishment of financial institutions and branches

Allow qualified financial institutions to deal with foreign currency exchanges and NT cash exchanges

Other Relevant Supporting Policies:

The whole island of Pingtan is open to foreign ports

Increased central government investment in infrastructure construction

Guaranteed land supply for industrial construction in the Pingtan CEZ

Strengthen Cross-Straits Economic Integration:

Simplified immigration procedures for cross-Straits personnel

Incentivize skilled personnel to work in Pingtan enterprises

Incentivize Taiwan-funded enterprises to re-locate to the Pingtan CEZ
