The Dai ethnic group lives in the southern part of Yunnan province, mainly in the subtropical Xishuangbanna region, with plentiful rainfall and fertile land.

At the first Congress, a list of the main members of the institute was released, including its chairman and general secretary. A systematic constitution was approved and its nameplate unveiled to declare the official founding of the institute.
