Li, a member of the Standing Committee of the Communist Party of China (CPC) Central Committee Political Bureau, made the remarks during a two-day work conference held in Qingdao on Friday and Saturday.
Li urged authorities to promote innovation while deepening reforms in key sectors of the cultural industry, and to step up efforts to build a public service network to provide cultural services.
Efforts should be made to accelerate the country's cultural development and provide guidance for the production of cultural products to meet the needs of the public, Li said.
Li urged CPC committees and governments at all levels to put the cultural system reform high on their agendas.
