The National Immigration Administration was set up in April last year as part of China's efforts to improve entry and exit management.
The Center for China and Globalization, a nongovernmental think tank in Beijing, has been involved in helping develop the nation's immigration system since 2009, publishing books and reports as well as providing suggestions on improvements.
Wang Huiyao, founder and director of the center, said think tanks are particularly important in optimizing policies that can provide decision makers with different but professional "angles and thoughts".
