Investigators say he leased land and then converted it into a private park

An investigative team is looking into the illegal construction of a park by a businessman who leased the land to manage the forest, but then turned most of it into a private garden named for his own family.

The inspection came after a report by China National Radio on Tuesday saying that private gardens had been built on Zhangguangcai Mountain in Mudanjiang, Heilongjiang province.
