New integrated hotline to enhance enforcement

Five national hotlines on intellectual property, prices, food and drugs, product quality, and market supervision will be combined into one number, 12315, at the end of this year, according to the State Administration for Market Regulation. The administration plans to integrate related online channels including apps and WeChat accounts set up by separate departments into the 12315 platform to form an integrated enforcement force by 2020.

23 schools named as IP information centers

The China National Intellectual Property Administration and the Ministry of Education have named 23 higher educational institutions as national IP information service centers, the first of their kind in the country. The schools, including Peking University, are expected to tap into their rich resources in information and human resources, promote coordination between academia and industry for innovation and the industrialization of research results, and offer a wide range of services for IP creation, use, protection and management, according to the CNIPA. They will play an active role in advancing the country's innovation-driven growth, officials said.

Provincial awards set up to spur innovation

The Liaoning provincial government has announced it will set up biennial patent awards to encourage Chinese innovations that have huge economic and social benefits. The awards will comprise three levels of prizes granted to 50 winners in total. As a milestone of the province's patent work, the move will boost improvements to patent quality, enhance IP use and serve the development of the real economy in Liaoning, local officials said.

One-stop copyright service portal launched

A one-stop copyright service portal was recently launched online. The services it offers include registration, authorization, infringement monitoring and investigation, legal services and dispute resolution. The service platform, created by the Jiangsu Copyright Association and the Jiangsu National Copyright Trade Center, employs state-of-the-art technologies for real-time monitoring of written and photographic works and can deliver a monitoring report, said Zheng Ligui, vice-chairman of the association. Eleven legal counsel teams who signed contracts with the portal will provide copyright consultancy and legal services to the copyright owners, he added.

Plan introduced to boost applications

The Zhejiang Administration for Market Supervision has rolled out a plan to improve the province's intellectual property environment. The province will strengthen IP enforcement, advance the construction of an IP legal service system and foster local businesses featuring IP competitiveness. The goals include increasing international applications filed via the Patent Cooperation Treaty to more than 1,800 and international trademark applications filed via the Madrid system to over 400 this year.
