Shenzhen will have cleaner rivers, safer housing, and a more inclusive and attractive environment for foreign talent, said Wang Weizhong, the city's Party chief.

One of China's first and most successful special economic zones, Shenzhen has evolved from a tiny fishing village into a vast metropolis.

But Wang said it still has many shortcomings, most of which are issues left over from history. For example, there are 310 rivers in Shenzhen, and 133 of them are still polluted by industrial discharges and sewage.
