Fugitive returns from overseas

Liu Changkai, one of the 100 most-wanted Chinese fugitives and the subject of an Interpol red notice, gave himself up and returned to China on Thursday, according to the Central Commission for Discipline Inspection, the country's top graft watchdog. Liu, 56, had been the head of the Liyuan Driving School in Beijing. He was involved in fraudulent activities, the watchdog said in a statement. Liu, who fled to the US in October 1999, was the 44th fugitive on the list to return from overseas.
