The measures designed to encourage people to conduct business in villages

1. When outsiders wish to rent empty house in villages, the agreement of local residents must be sought. If that agreement is forthcoming, the municipal government must ensure that all administrative approval procedures are completed within three working days.

2. The government will post information about empty, qualified houses on several government-owned websites free of charge. Any relevant service fees will be waived if the house is later rented or jointly renovated or developed.

3. The government will offer subsidies of 20,000 yuan ($3,000) per household for infrastructure construction and facility improvements if the village joins the "Beautiful Countryside" program, a national campaign that aims to improve living conditions in villages.
