Liu Liang, owner of a leasing company in Xi'an, recently registered in the Xi'an Hi-tech Industries Development Zone and received his business license one day after he submitted the registration materials.

"It was totally beyond my expectations that the staff in the high-tech zone could complete my license in only one day, which is so efficient," Liu said.
