China's universal second-child policy was a major factor in raising the number of births to 17.86 million last year, the highest annual number since 2000, according to the National Health and Family Planning Commission.

The proportion of babies born to couples who already had at least one child rose to 45 percent from 30 percent in 2013, the commission said.
