City upgrade plan to begin in 2017

Starting next year, China will promote city improvement and ecological restoration programs on a nationwide scale to accelerate the transformation of urban areas, and to ensure quality upgrades and sustainability, Chen Zhenggao, minister of housing and urban-rural development, said at a national meeting in Sanya, South China's Hainan province, on Saturday.
