Delivering his first budget statement to parliament, Hammond also announced support for electric vehicle infrastructure. He announced a 100 percent first-year capital allowance for the installation of electric vehicle charging stations.

He added that the funding would "build on our competitive advantage in low emission vehicles and the development of connected autonomous vehicles".

Toyota recalls 834k Sienna in N. America

Toyota Motor Corp is recalling 834,000 Sienna minivans in North America. The recall involves Sienna minivans from the 2011-16 model years. More than 740,000 of the minivans were sold in the US.

Toyota says the doors experience a defect when opening is impeded and the motor's circuit is overloaded. If the door is unlatched, it could open while the minivan is driving. Toyota will repair the doors for free. It is still developing a remedy for the problem.

Fiat: Trump will be auto 'game changer'

US President-elect Donald Trump's critical stance toward free trade could affect Fiat Chrysler Automobiles NV's business in North America, according to the Italian automaker's chief CEO Sergio Marchionne.

"I think that there are a number of conditions in the US which are not yet spelled out," Marchionne said in Cassino, Italy.

Statements Trump has made about trade are "a big issue" because of the North American Free Trade Agreement's impact on Fiat's operations in the United States, Mexico and Canada. Trump frequently slammed NAFTA, describing it as the worst deal ever and blaming it for US job losses.
