Action plan issued for pollution control

China released an action plan on Monday to regulate all companies discharging pollutants to further curb emissions. The plan is expected to cover all industries by 2020. Thermal power plants and papermaking companies will be addressed first, with a total of 15 major industries discharging pollutants in air and water to be targeted, the plan said.
