ICH regulations clarify governments' role
The standing committee of the Heilongjiang People's Congress has recently adopted new regulations on intangible cultural heritage, which will come into effect on October 1. The new regulations clarify that governments at county-level and above should include the preservation and protection of local heritage in their socio-economic development plans. The regulations also state that governments should introduce coordination mechanisms to ensure the protection of ICH items, compile an intangible heritage directory, and enhance the utilization and development of such items.

Innovation centers aim to transform key industries
China plans to build about 50 national manufacturing innovation centers by 2025, according to the Ministry of Industry and Information Technology. The new facilities will focus on the upgrading and transformation of key industries in innovation-driven sectors, such as new-generation IT, smart manufacturing, new materials and biopharmaceuticals. They will also work to improve intellectual property systems, which are designed to advance coordinated creation, joint operation and benefit sharing of IP among their member companies and research institutes.

Official calls for core cultural protections
Although intangible cultural heritage belongs to both the nation in which it originates and the world, intellectual property systems need to protect ICH's innovative representations, said Dong Yueying, deputy director of the Cultural and Media Research Commission of the Shanghai Bar Association. She made her comments at a recent international forum on the development of traditional Chinese culture and IP protection. Dong cited Gaoqiao needlepoint tapestry as an example, saying her team has provided a multi-dimensional IP protection solution, covering copyrights, trademarks, patents, unfair competition and trade secrets.

New facility looks to develop IP markets
The Zhejiang Intellectual Property Trade Center, which opened in the provincial capital Hangzhou in August, is intended to facilitate IP trade, financing and public services linking IP owners, buyers and investors, said its chairman Zhao Rongxiang. The center is the first of its kind in the province. The number of total patent filings from Zhejiang was close to 200,000 in the first half of this year. "Developing IP markets helps promote the commercialization and industrialization of research results and thus provide fresh impetus to industry transformation," Zhao said.

Power plant shines new light on sustainable energy
A 10-megawatt tower power plant that began operations in Delingha, Qinghai, in late August is the first nationally and third globally to use optical and thermal energy in storage for mass electricity generation. Zhejiang Supcon Solar Technology Co has proprietary intellectual property rights to the core technologies of the plant, which uses special salt to absorb and store heat at a solar park to ensure a steady power supply. The International Energy Agency forecasts that solar energy will meet 11.3 percent of the global demand for power by 2050.

Heritage takes center stage in Jianhu county
The first stage show in China that combines the national intangible cultural heritage items Jianhu acrobatics and Chinese poetry will debut on Oct 13 in Jianhu county. Executives from the show's producers, the Jiangsu Provincial Acrobatic Troupe, said the show is different from previous acrobatic performances because it focuses more on telling a story and creating characters. They added that the show is their latest attempt to promote intangible cultural heritage.

Openings mark beginning of city's patent service system
The first two judicial IP examination agencies in Shenzhen were established on Friday, marking the founding of the city's IP legal service system, according to local officials. Shenzhen has for 12 years led the nation in the number of annual international patent applications via the Patent Cooperation Treaty. Previously, local courts had to defer to larger cities such as Beijing and Shanghai for judicial examination when technical problems arose. The new agencies will ensure that IP lawsuits are both time and cost effective.

New deal inked for China-Lao book series
The Guangxi People's Publishing House recently signed an agreement with the Ministry of Information, Culture and Tourism of Laos to authorize the copyright of a book series titled "The Ancient Bronze Drums in China and Southeast Asia, the Volume of Laos". It was the first copyright agreement signed between a Chinese publisher and a Laotian organization. The book series is the result of combined research by experts from China and six Southeast Asian nations.
