Tourists blacklisted for "uncivilized behavior" could face an overseas travel ban under a new regulation being considered by the China National Tourism Administration.

"I think misbehaving tourists should receive proper punishments such as fines. Lessons on civilizations might also help, but banning them from foreign trips will violate their rights."
