Official cites closer ties as key aspect of progress

Countries along the Belt and Road routes need to promote cooperation in intellectual property policy communication, law enforcement, filing processing service and professional training, Shen Changyu told an international IP conference on Thursday.

Shen, commissioner of the State Intellectual Property Office, made the remarks at the High-level Conference on Intellectual Property for Countries Along the Belt and Road in Beijing. The event aims to discuss ways in which IP can be integrated into the Belt and Road Initiative, which was proposed by President Xi Jinping in 2013, and promote the Silk Road spirit, Shen said.

"The ancient Silk Road was a path of trade, culture and friendship and it helped promote prosperity as well as progress in the countries along it," he said, adding that trade and people-to-people exchanges among the countries along the new Silk Road Economic Belt and the 21st Century Maritime Silk Road have become more frequent since 2000, especially in high-tech and cultural creation products.

Shen called for countries involved in the initiative to regularly hold international cooperation roundtable conferences and share their experiences on IP systems and strategies as well as public policies.

The countries should also engage in more regular discussions about their IP law enforcement experiences, as well as exchange information and cooperate in all aspects of IP protection, the commissioner said.

They may further cooperate on increasing public awareness of IP issues and create a good environment for IP protection within the Belt and Road area, he added.

Francis Gurry, director general of the World Intellectual Property Organization, said: "It's an extremely important conference, since IP, a principal means for the market exchange of technology and cultural products, has an important role to play in the Belt and Road Initiative."

He added that WIPO is delighted to be associated with the conference because it is a good opportunity to implement the multilateral framework.

Cham Nimul, under secretary of State of Cambodia, told China Daily in an earlier interview, "The prospects of IP cooperation in the region, with systemic capacity-building and critical re-evaluation, will ensure effective ecosystems that foster ingenuity within each member countrie's unique socioeconomic landscapes."

Abdullah Juma Al Shibli, assistant secretary general for economic and development affairs at the Cooperation Council for the Arab States of the Gulf, said, "All countries in the Belt and Road region provide legal protection for most intellectual property rights.

"This undoubtedly is essential and positive for any cooperation in the field of intellectual property and innovations among the countries and the regional grouping in this region."

"Therefore, the coordination in the policies and strategies of intellectual property and innovation is one of the most important of those priorities," he said.

The two-day event, which kicked off on Thursday, has attracted representatives from some 50 countries along the Belt and Road routes to discuss IP issues of common concern, as well as how to further promote communication and cooperation among IP organizations from the various countries.
