National certificate system reformed

The Ministry of Human Resources and Social Security has issued a new guideline calling for the cancellation of a previous requirement for technological staff at local agencies to publish academic essays when they apply for national certificates. According to the document, such staff can write other materials as proof of their job capabilities instead.
