Yi suggested the authorities draw up a "dynamic transition graph", which would show the formation and direction of air pollution, and create air quality forecasts that could be released to the public along with the daily weather forecast. The data would give the public a clearer picture of environmental conditions every day.
Governments and environmental authorities could launch a pilot program for the Beijing-Tianjin-Hebei cluster, which is often severely polluted, that would divide the region into sectors, based on the location of monitoring stations. A graph and forecast derived from the data provided by the monitoring stations could be displayed, showing the previous four days and looking forward three days to provide an air-quality forecast.
