EU set for major council summit

Starting tomorrow, the European Union is scheduled to begin a two-day European Council summit in Brussels. Negotiations between London and other EU states to help keep Britain in the union are "very fragile", European Council President Donald Tusk said. Tusk said he still hoped for a deal at the summit. The European Council brings together EU leaders at least four times a year.
