Crime and safety in a tale of two cities

It was good to get some winter sunshine (although it is summer there) in Johannesburg earlier this month.
The occasion was the Second Summit of the Forum on China Africa Cooperation, the first time it had been held on African soil.
It was attended by leaders and representatives of 50 African countries and, of course, President Xi Jinping.
