Ministers' meeting opens window to the world for Zhengzhou

Second-tier cities in China are gaining bigger international portfolios, as the country's top leadership hopes local authorities will be more proactive in pushing through the Belt and Road Initiative, experts said.

Leaders gathered in Zhengzhou, capital of Henan province, to attend the 14th Shanghai Cooperation Organisation Prime Ministers' Meeting on Monday and Tuesday.
