Beggars at traffic lights violate rules

A PERSON appears from nowhere, walks toward a car stopped by traffic lights, and lightly wipes the window with a rag or duster, and then bows down beside the car window with hand outstretched hoping to receive some money. China Business View on Tuesday said such conduct is illegal:

Is this sort of begging on the road a moral issue or a legal issue? And who is disadvantaged in such a situation?

According to the traffic regulations, pedestrians are restricted to walking on the sidewalk and forbidden from being on the road. It thus gives clear instruction of the boundary within which these beggars can approach people for money.
