Experts call for formal rules on govt behaviors

Chinese legal specialists are concerned that lawmakers have not yet added an advisory draft to the agenda of the next National People's Congress in April that, if adopted, would regulate more administrative behaviors of government.

The specialists submitted the draft in October, urging the nation's top legislature to put the matter on its agenda as quickly as possible.

The draft is a comprehensive document that aims at the governance of administrative behavior, including how government departments make administrative decisions and give executive orders.
