Enforcement key to real-name delivery change

Delivery companies who fail to implement real-name registry should face a fine that exceeds the profits gained from their violating the new regulation. But better proactive supervision is also needed, such as random checks of the parcels being delivered. Meanwhile, it is also a question whether the watchdog is indeed fulfilling its supervisory duties.
