Battling the bullies
Norway: Norway was one of the first countries in the world to launch an anti-bullying campaign. A manifesto against bullying was approved in 2002, and schools follow a systematic anti-bullying program to prevent and reduce such behavior.

School staffs monitor student behavior to determine whether they are breaking the rules. An anonymous reporting system encourages students to report bullying in a timely manner. Care centers are available to protect victims. Students receive anti-bullying lessons to learn how to cope with the situation if they are bullied. Surveillance cameras are installed in as many places as possible to monitor classrooms and extracurricular activities.
Britain: The Department for Education started an anti-bullying project in the 1990s. In 2003, it issued an anti-bullying charter, encouraging schools and students to sign.
