How rule changes affect process of justice

1. All lawsuits that comply with Chinese laws and are accompanied by qualified appeal materials are filed immediately after litigants register in a court. Lawsuits need no review by the court's trial departments.

2. Courts should reply to litigants quickly if required material is missing - for criminal disputes within 15 days, for civil and administrative disputes within seven days. Replies must list in writing the materials that litigants must add.

3. Appeals that exceed the time limit, or which breach laws - including damaging State security or undercutting the country's sovereignty, religious policies or unity - or which are beyond the courts' jurisdiction, cannot be registered.
