Police say 'all those accountable' in factory blaze will face charges
Police say they will open a criminal investigation into a factory fire in the Philippines that killed at least 72 people.
A relative of several of the victims said on Thursday that the blaze had trapped workers on the building's second floor, where iron bars on windows prevented their escape.
