Ministry opening up toll highway projects
The Ministry of Finance announced on Thursday it will encourage the injection of private capital into toll highway projects. Public-private partnerships will be allowed to finance project construction operations and maintenance, according to a statement on the ministry's website. The aim is to improve the quality, efficiency and transparency of the industry. Last year, the toll highway system made a loss of 66 billion yuan ($11 billion) due to rising construction costs and high maintenance expenses.
