Like many government administrative employees in Beijing, the young woman at the local tax office greeted me with a cold, hard stare.
I made the mistake of returning that welcome with a question in Mandarin, "Good morning, where can I get a printout of my personal income tax payments?"
"What's that?" she asked curtly.
