Government streamlining: Premier Li Keqiang appeared shocked when Wu Xiaobo, a renowned financial writer, said that businesspeople in Ningbo, Zhejiang province, have complained that they have to spend at least half their time negotiating with local governments for customs clearance.

Li said that reforms, including government streamlining, remain the most effective measure among a host of policy tools at his disposal to provide incentives for the economy.

Misery Index: "What does the Misery Index refer to?" Li asked Hu Angang, director of the Center for China Studies at Tsinghua University.
