Malaysia revived detention without trial on Tuesday when lawmakers approved an anti-terror law the government said was needed to fight Islamic militants.
Police accused 17 people at the weekend of planning kidnappings and terror attacks.
The Prevention of Terrorism bill was passed by Parliament's lower house by 79 to 60 votes, in the early morning after hours of debate. The law allows authorities to detain suspects indefinitely without trial, with no court challenges permitted.
