Experts: Expose ones who give cash

People who pay bribes should be exposed and punished in the same way as those who accept them, judicial experts said after an official in Hebei province was arrested on suspicion of making illegal payments.

The Provincial People's Procuratorate approved the detention of Huang Zhaoqing, 50, the former deputy secretary of the commission for political and legal affairs in Shijiazhuang, the province's capital, a week ago.

The authority said the case is still under investigation, but declined to give further details. It is not known who Huang is alleged to have paid, or why any payments were made.
