No excuse for officials to abuse their power

The case of Qiu He, deputy Party chief of Southwest China's Yunnan province, who is under investigation for suspected violations of the law and Party discipline, has aroused nationwide attention because Qiu has been constantly in the media owing to his strong image and staunch pursuit of urban development in several previous positions. Comments:

Facing fierce opposition, a strong leader is needed to propel reform - that's the case in many cities and provinces. However, without a good supervisory mechanism to ensure power is kept in a cage, a strong leader can be corrupt, too. What is needed is an effective system of supervision to prevent strong propellers of reform from being corrupted.
