The key to developing a regional economy is to attract talent. I suggest the Ningxia Hui autonomous region could attract talent by establishing high-quality universities or research institutes to boost regional development. Peking University or Tsinghua University could open a branch in Ningxia. It is also feasible to relocate universities or research institutes from Beijing to Ningxia, just as they are moved to Hebei province.
