The Chinese garment industry has undergone dramatic development since the opening-up policy adopted at the Third Plenary Session of the 11th Central Committee of the CPC in 1978, together with the decision to reform the Chinese economy away from centralized planning. Fujian and Zhejiang provinces are generally seen as the most important manufacturing bases in China. Factory facilities, innovation, employees' skills and, most important, the quality of products have witnessed tremendous improvement in recent decades.
