for having a second child had been submitted in Beijing by the end of October, the capital's Health and Family Planning Commission said on Monday. More than half, or 56.6 percent of the applicants, were aged 31 to 35. Applicants aged 26 to 30 years accounted for 23.6 percent of the total.
