The Pearl River Delta city of Foshan is now working on a master plan that if successful will make equipment manufacturing a mega-industry turning out products worth $163 billion annually within five years.

The blueprint is all the more audacious in an economic climate where China is steadily losing its edge as a low-cost manufacturer.
