Is the number of deaths the single parameter for a disaster?

The magnitude-6.6 quake that hit Jinggu county, Yunnan province, has so far killed one person. Medical institutions have treated 323, with 14 being hospitalized and 46 discharged.

Among a string of other losses caused by the earthquake, the figure of one person killed stood out sharply, even quite unpleasantly.
