Make accountability work better
Two missions need to be completed to make the accountability mechanism truly work. First, when officials are removed from their posts, their previous administrative ranks should be removed as well. Second, the governments need to explain to the public about these officials' performances, the evaluation process and the review results. Only by increasing transparency can the process gain more people's trust.

It is unacceptable that some government officials actually enjoy "paid leave" while being held accountable, and can resume office after a short time without impressive performance in a lower position. Governments should hold an open hearing for officials before they are assigned a new official post. Sacked officials who have excellent performance do have enough reasons to go back to official posts after their "accountability" periods terminate, but the procedures should be under public scrutiny.
