Systems to be reformed

All public institutions affiliated with government agencies must reform personnel management systems. Human resources departments should sign minimum three-year work contracts with employees. Employers can terminate contracts legally under several conditions, including failure by workers to pass annual performance evaluations for two consecutive years.

The additive alum is banned in foods including flour-based breakfast items like mantou (steamed buns) and youtiao (deep-fried breadsticks), under a regulation released by five ministry-level government departments, including the National Health and Family Planning Commission. Health experts say excessive alum intake can damage the brain and kidneys.

Heavy vehicles and those carrying dangerous goods should have GPS devices showing their location to better monitor transportation safety, under new traffic rules specified by three ministries, including the Ministry of Transport.
