Legislation being crafted to guide parents

China is considering child-rearing legislation to guide parents and prevent child abuse, the All-China Women's Federation said on Monday.

A draft proposal on family education is expected this year and will be put to the legislative commission of the National People's Congress, China's top legislative body, it said.

Statistics show that more than half of "problem" children come from "troubled" homes, according to You Tao, chief judge of the juvenile judicial tribunal with Beijing District Court.
