Land transfer fees accounted for at least 80 percent of the financial revenues of 13 cities last year, including Hangzhou, Foshan and Nanjing, according to a report by Tospur Real Estate Consulting. The analysis looked at 45 cities that have imposed limits on the purchases of homes.
