Police said on Monday they arrested 53 people following a protest over plans to build a waste incinerator in Hangzhou, Zhejiang province. Police said some suspects spreaded rumors, urged normal people to block the highway, clashed with police and damaged vehicles. They were arrested on charges of disturbing public order and obstruction of justice.
