The allegations

In the early 1990s, Liu Han and his younger brother Liu Wei made their fortunes by operating gambling businesses in Guanghan, Sichuan province.

In 1993, Liu Han organized gangsters to block the gate of a court in Guanghan after the court seized his construction materials over an economic dispute. Liu removed the court seals on the construction materials and forcibly took them away.

In 1993, when police were trying to catch Liu Han in Guanghan, his brother Li Wei shot police with a gun, allowing Liu Han to escape.
