Promotion of joint action will take time
Many cities that have analyzed their airborne pollution sources have discovered that a significant proportion of their pollutants do not come from local industry, but are carried by the wind from nearby regions or sometimes even farther away.
During the ongoing sessions of the National People's Congress and the National Committee of the Chinese People's Political Consultative Conference, deputies have raised the issue of conducting joint prevention and control during emergency responses to severe incidents of pollution.
"To realize this joint-prevention plan, the emergency measures employed by different regions have to be similar, such as issuing the same level of alert and unifying the restrictions on automobile use within the region," said Chen Guoying, an NPC deputy and head of the Hebei Provincial Environmental Protection Department, during a discussion on Monday.
