10 MILLION YUAN
A village in Changsha, Hunan province, owes more than 10 million yuan ($1.64 million) to a construction company after the company built a seven-story office building for the village Party committee, although only eight staff use the building, Legal Weekly reported on Wednesday. The village plans to pay the debt within 10 years, the report said. The average annual income of local residents, most of whom move to cities for work, is less than 10,000 yuan.
