The Democratic People's Republic of Korea's decision to block access to its Kaesong joint industrial zone with the Republic of Korea is an extremely rare case, as the project has weathered multiple inter-Korean crises.
Kaesong is formally labeled as a special administrative industrial region of the DPRK.
It is operated as a collaborative economic development zone that hosts ROK companies attracted by its source of cheap, educated, skilled labor.
