A newly revised draft regulation on the education of disabled people stresses equal rights for those with disabilities. The draft specifies detailed conditions in which schools are allowed to refuse the admission of disabled children as well as a mechanism to solve admission-related conflicts. The draft was released on Monday by the Legislative Affairs Office of the State Council, or China's Cabinet, to solicit public opinion until March 25.
