"Oil refineries should be held partially accountable for the recent heavy smog. The reason is that Chinese standards for oil products are quite low. But that doesn't mean Chinese oil companies don't have the capacity to produce high-quality products for motor vehicles. The refineries won't upgrade their equipment before the standards are raised."

Fu Chengyu, chairman of China Petroleum and Chemical Corp, admitted on Thursday that low-quality oil for vehicles contributed to air pollution.
